Masterplan
The first F35 Master Plan was drawn up in 2009. It lists the 8 benefits of cycling. A schedule of requirements has been included to design a safe, comfortable, and virtually non-stop cycling route. The sketch designs and the global cost estimates of the preferred route (from 2014) are also included in the Master Plan. Besides, the report contains the calculated forecast of bicycle traffic on the F35.
An update took place in 2013. This was established on 17 March 2014 by the executive committee of Regio Twente and subsequently by the Province of Overijssel. The Master Plan is the guideline for the construction and development of the bicycle highway F35. The province of Overijssel works together with the 8 municipalities involved (Hellendoorn, Wierden, Almelo, Twenterand, Borne, Hengelo, Oldenzaal, and Enschede) and its residents.

The aim is for the Master Plan and thus the F35 bicycle highway to be fully realized by 2025. The result is a uniquely continuous, safe, wide, and fast bicycle path of 62 kilometers that responds to current mobility developments and wishes in Twente and Overijssel.
